On April 7, Russian President Dmitry Medvedev signed amendments to a number of legislative acts enhancing the legal protection of people involved in entrepreneurial activity, Vedomosti reported. Medvedev, who has a legal background, has vowed to improve the investment and business climate in the country.

The amendments scrap a clause on the violation of license terms from the articles on illegal entrepreneurship and illegal banking, a charge that the authorities used against Gutseriyev to accuse him of excess oil extraction, the paper said.

Gutseriyev resigned as RussNeft president and left Russia in 2007, citing "unprecedented pressure" from the Russian government. He was for a time on a police wanted list after he failed to appear for questioning on tax charges.

Some time later, tax charges against the businessman were lifted but Gutseriyev has until now been accused of illegal entrepreneurship, the paper said.
