I left work on Friday thinking about writing an upbeat analysis on the recently completed followup agreement on START and came to work this morning with a much more difficult and painful task before me -- writing about a terrorist attack in the Moscow metro. It turns out that it is far easier to write in a detached, scholarly manner about efforts to reduce the likelihood of a nuclear exchange in which millions could die than it is to write about how a society should cope with the loss of life from a terrorist bomb in a city that you have come to know well.

It is simply not possible to comment on the terrorist attack in the Monday subway in a detached manner. The attack is horrific and it can only strengthen our common resolve to oppose extremism. Certainly, experts can provide a sophisticated explanation about the awful conditions in the North Caucasus, apportioning blame for the violence to particular groups, and criticizing government on all levels for its failure to deal with
